However, if you want something a bit more complex and fine-tuned, you can use a much larger program, GSWatcher. The tool runs in the background and monitors Steam, sends you a message every time a download is complete, offers you multiple options to choose from, etc.

The application you’re referring to is GSWatcher. From the website:
Launches and updates Steam and works with it. Notifications are sent to the user when downloads are complete. Works in the background, and lets you shutdown or put PC to sleep when the downloads are complete.
There is also a recommended program called Steam Terminator, but I don’t know anything about it. There are a couple of other alternatives, such as Steam Sandbox, but I don’t know anything about them.

Windows has a built-in shutdown command that can shut down any program and do a system restore. So if you have it running and close the game, that is the only thing that will shut down. SteamWorkshop actually shuts down Steam too and restarts it the next time you open it. So in that case there is really no need for SteamShutdown Serial Key.
But if you have your system hooked up to the Internet you still need to make sure that it is shutdown cleanly so that the next time you try to update Steam or launch SteamUpdates.exe it doesn’t say “Steam cant be launched because WindowsShutdown() isn’t finished”
A clean shutdown without being able to restart from a fresh state is not always a good thing.
So I use a simple program called SteamCleanShutdown where it simply shuts down Steam and then immediately restarts it.
